North Waziristan, Pakistan fixation betrays Washington’s sincerity of intentions

By Asif Haroon Raja

In accordance with the chalked out plan, terrorism was intentionally pushed into Pakistan to destabilize the country. The two extreme flanks of Pakistan , FATA and Balochistan were inflamed to make things difficult for Pak Army, fundamentally poised to guard eastern border. Apart from CIA and FBI gaining a strong foothold in Pakistan under the pretext of chasing and nabbing terrorists’ right up to Karachi , the US Administration increased its influence inside Pakistan so comprehensively that Boucher and Negroponte started to micro manage its domestic affairs including local bodies’ elections and 2002 general elections and reduced the parliament into a rubber stamp. American intelligence agencies helped RAW to make inroads in trouble spots.

Pakistan was first harried on account of nuclear proliferation in 2004. Hue and cry was made over AQ Khan Network, and Iran and Libya put under intense pressure to establish a connection. Although Pakistan refused to make available Dr AQ Khan for interrogation after he made a public confession under duress; Pakistan inadvertently accepted that nuclear proliferation had taken place. It assured USA and IAEA that network had been effectively disabled. Pakistan thought that the matter was closed but it was never let off the hook and its nuclear program came under unceasing vicious smear campaign.

After 2005, The US began to change colors and became more intrusive and difficult. This change occurred because of resurgence of Taliban in southern and eastern Afghanistan , development of Gwadar Port with Chinese assistance, Iran-Pakistan gas pipeline project, and Pakistan economy getting robust. Pakistan was whipped by USA , India and even landlocked Afghanistan holding it responsible for their difficulties in Afghanistan . Pakistan bore the pain of whips and degradation to ensure US support and flow of US dollars. Pakistan kept chasing the faceless enemy without a comprehensive plan, intelligence, low intensity conflict training, counter terrorism equipment and motivational program. These shortcomings became serious impediments in tackling terrorism and allowed the Tehrik-e-Taliban to gather strength and expand its influence.

Having sufficiently embroiled the Army in war on terror and weakened its institutions the US started to inch closer towards achieving its goals and became more demanding. It repeatedly asked Pakistan to do more without compensating it for the immense sacrifices it was rendering. Instead of rewarding Pakistan for taking the main brunt of war on terror, the US awarded India in the form of lucrative civil nuclear and defence deals, well knowing that instead of curbing terrorism India had inflamed it through covert means. Ironically Pakistan didn’t raise even an eyebrow on this grave development. Its lackadaisical stance resulted in materialization of Indo-US nuclear agreement in 2008.

After vainly trying to put the ISI under Ministry of Interior in August 2008, the US exerted extreme pressure on Pakistan leadership to let its military intrude into FATA. Several aerial raids, artillery fire and a ground attack in Angoor Adda in September 2008 were carried out. These blatant intrusions indicated American growing impatience and their desperation to directly meddle in Waziristan . While Pakistan gave its tacit approval to drone attacks since this understanding had already been given by Gen Musharraf, Pak military under new commander Gen Kayani did not agree to the proposal of joint operation or any unilateral action and took a firm stand. Had this proposal been ceded to it would have amounted to allowing the head of a camel to enter the tent. Entry in FATA would have encouraged US military to keep creeping forward and to gradually envelope whole of Pakistan under the pretext of striking non-state actors. Mention of Quetta , Peshawar and Karachi as hiding places of high profile terrorists and main base of Al-Qaeda in FATA and Taliban Shura in Quetta exposed its intentions.

While attitude of US officials became belligerent, Indo-Israeli-US propaganda campaign became fiercer. Mumbai drama was stage managed on 26 November 2008 to give an excuse to India to heat up eastern border. Throughout 2009 India remained in a highly offensive mood. Pakistan’s policy of appeasement was taken as sign of weakness and subjected to unabated pressure to make Pakistan agree to Indian unfair demands of proceeding against suspects without evidence and to dismantle Indian specific terrorist network. The US instead of acting in a fair and unbiased manner brazenly supported Indian stance.

None of the accusers took into account the hard fact that Pakistan had suffered as no other country in the world had from foreign sponsored terrorism. Its economy suffered a loss of over $45 billion and it lost over 8000 lives in the blowback of the militants in retaliation to military operations. Pakistan bore maximum brunt of foreign sponsored terrorism during the years 2008-09 and is still suffering. After targeting Peshawar incessantly, Lahore is the current target of RAW. From March 2009 onwards, dozens of terrorist and suicide attacks have taken place in capital city of Punjab and hand of RAW was visible in each incident.

Slight change in Indo-US-Afghan belligerence occurred after Pak Army’s successful fight against well-entrenched militants in Malakand Division, Swat, Bajaur and South Waziristan (SW) at a heavy price. These successes were achieved at a time when nothing was going right in Pakistan . Political situation was in a mess, economy had become fragile, law and order had worsened and Pak Army’s image had been badly dented due to an orchestrated smear campaign. Pakistan was being viewed as a failing state unable to protect its nuclear assets. Stories of balkanization or break up were in circulation and a very gloomy picture was painted. It was propagated that Pakistan ’s security forces were incapable of fighting the militants and protecting nuclear assets. US Special Forces started to fine tune their contingency plans to take away the nukes before falling into wrong hands. Indian strike formations had taken up a forward posture and Indian military had started beating drums of war. Read more of this post

China — the all time superpower

Ali Sukhanver

Fortunes and misfortunes always go side by side. Pakistan is fortunate enough to have a friend like China as a neighbour but unfortunate to have a neighbour like India who never desires for stability and prosperity of Pakistan. The Pakistanis must be thankful to God for making China its neighbour because the situation could have been much painful for them if there were no China in the region. Pak-China friendship is time -tested and progressing by leaps and bounds every moment. Unluckily this friendship is proving itself much agonizing for those countries which dream of ruling this region on the basis of economic and political exploitation. This close cordial relationship between Pakistan and China has always been a target for such countries.

According to the reports the US authorities and other western countries always feel uneasy when they find the exemplary friendship between the two countries going ‘higher than the Himalayas and deeper than the ocean’. That is the reason they always try to create hitches and hurdles between the friendly relations of Pakistan and China. It is also said that the USA is providing nuclear support to India just to counter the increasing influence of China in the region. USA is very well aware of the fact that China is the only country which has a capability of giving tough time to it and this capability shall certainly increase manifold if Pakistan keeps on strengthening its relations with China. That is why there have been so many efforts to create misunderstandings between Pakistan and China. When we cast a look at the past ten years we find a long list of Chinese workers who lost their lives while working at different development projects in Pakistan. The terrorists targeted these Chinese workers simply to alarm and warn the Government of China that it must not send its workers to Pakistan. But in spite of all these threats China never backed out of its determination to make Pakistan strong and prosperous. Be it the Karakorum highway project or the Gawadar Port Plan, the heavy water reactor at Khusab or the manufacturing of JF-17-Thunder Air Crafts , China is always there to support Pakistan. The friendship between the two countries is becoming even stronger as time goes by.

Pak–China relations began in 1950 when Pakistan was among the first countries to recognise the People’s Republic of China. In 1962, the worsening Indo-China relationship turned into a series of hostility. That time Pakistan’ proved itself a very strong well-wisher of China by providing it all type of favour. It would not be an exaggeration if we call 1962, the title page of the story of love and friendship between these two countries. Since then this relationship is becoming stronger and stronger resulting in a variety of agreements of economic, military and technical assistance. The Pak-China friendship is a two-way journey. The whole of the Chinese nation is thankful to the people of Pakistan for their precious support on issues concerning China’s sovereignty, such as Taiwan, and Tibet. The Chinese leadership has always acknowledged the significant role of Pakistan in the early 1970s, which enabled China to break its isolation from the West and the US. Pakistan also helped China become a member for the United Nations. Pakistan has always played an effective role in bringing the Muslim world closer to China.

On the other hand China has always proved itself a very strong support to Pakistan through every time of trial and tribulation. The people of Pakistan can never forget the role of China during Pakistan-Indian tensions in 2008.That was the time when the Chinese leaders very openly promised unlimited financial and military aid to Pakistan. There could have been a very serious type of nuclear war if China were not there to support Pakistan. Above all, China has always provided a very staunch support to the Pakistani stance regarding the Kashmir issue. This affectionate assistance is something very positive for the people of Pakistan but very much discouraging to those who desire and plan for a weaker Pakistan. The countries like India are doing their best to dispel the clouds of vagueness and ambiguity between the two friendly countries. Recently it has been reported that the agents of Raw are trying to invade Xinjiang, the Chinese border province, in the guise of Islamic extremists. The RAW has provided them fake Pakistani identities. These agents are directed to create law and order disturbance in the peaceful land of Xinjiang. Most of these agents are the Hindus by creed but they are so well trained that it would be very much difficult to recognise their actual identity. According to the details some of these agents would intentionally surrender them before the security forces of China after being involved in some act of terrorism. The only purpose behind is to give the Chinese government an impression that Pakistan is trying to promote religious extremism in Xinjiang. Read more of this post

F-22 P Frigate PNS Shamsheer joined Pakistan Navy fleet

F-22 P Frigate PNS Shamsheer

KARACHI, Feb 8 (APP): Pakistan is a peace-loving country and does not want to be engaged in an arms race. Its strategic as well as conventional capabilities are focused towards legitimate defence needs and promotion of peace. This was stated by Prime Minister Syed Yusuf Raza Gilani while speaking as chief guest at the induction ceremony of PNS Shamsheer at the PN Dockyard here on Monday. The vessel is a multi-mission frigate and is second of four ships to be acquired under F-22 P Frigate programme.

Gilani appreciated the focus and hard work of the Ministry of Defence Production, Pakistan Navy and Chinese partners for a successful programme which resulted in timely completion of the second ship of class.

China mulls setting up military base in Pakistan

BEIJING: China has signaled it wants to go the US way and set up military bases in overseas locations that would possibly include Pakistan. The obvious purpose would be to exert pressure on India as well as counter US influence in Pakistan and Afghanistan.

“(So) it is baseless to say that we will not set up any military bases in future because we have never sent troops abroad,” an article published on Thursday at a Chinese government website said. “It is our right,” the article said and went on to suggest that it would be done in the neighborhood, possibly Pakistan.

“As for the military aspect, we should be able to conduct the retaliatory attack within the country or at the neighboring area of our potential enemies. We should also be able to put pressure on the potential enemies’ overseas interests,” it said.

A military base in Pakistan will also help China keep a check on Muslim Uighur separatists fighting for an independent nation in its western region of Xingjian, which borders the North West Frontier Province of Pakistan. Beijing recently signed an agreement with the local government of NWFP in order to keep a close watch on the movement of Uighur ultras.

“I have personally felt for sometime that China might one day build a military base in India’s neighborhood. China built the Gadwar port in Pakistan and is now broadening the Karokoram highway. These facilities can always be put to military use when the need arises,” Ramesh V Phadke, former Air Commodore and advisor to the Institute of Defense Studies told TNN.

Phadke said the article in very significant. “The purpose may be to see how the international community reacts to it,” he said.

China, which has no military bases outside its territory, has often criticized the United States for operating such overseas bases. It has not just changed its standpoint but also wants to enter the lucrative protection business.

“With further development, China will be in great demand of the military protection,” the article said. Pakistan, which buys 70% of its military hardware from China, is likely to be an eager buyer for such protection. Beijing may also be able to pressurize Islamabad to accept its diktat using the threat of withholding military supplies.

A Pakistani expert on China-Pakistan relationship has a different view on the subject. “The Americans had a base in the past and it caused a political stink. I don’t think it would be politically possible for the Pakistani government to openly allow China to set up a military base,” he said while requesting anonymity. Pakistan might allow use of its military facilities without publicly announcing it, he said.

A Chinese military base can tackle several international relations issues, it said. One of them is “the relationship between the base troops and the countries neighboring to the host country.” This is another indication that Beijing is considering Pakistan as a possible base. China’s argument is that a foreign base would actually help regional stability.

“If the base troops can maintain the regional stability, it will be probably welcomed by all the countries in the region,” the article said. Beijing is conscious that the move might result in opposition from the US, UK and France which has overseas military bases.

“Thirdly, the relationship between the big countries in the world. The establishment of the troop bases is sensitive to those big countries which have already set up the bases abroad,” the article said.
